Certain California employers have until May 14, 2025, to submit their annual pay data reports for 2024 to the California Civil Rights Department (CRD). Since 2021, California law has required private employers with at least 100 employees and/or at least 100 workers hired through labor contractors to report to the CRD pay and other demographic data regarding their workforce. The deadline for filing the pay data reports is the second Wednesday of May each year.
Employers who are located outside of California but have at least one employee working in the state and have 100 or more employees total are also required to submit the pay data report. Employers must count the total number of employees located inside and outside of California when determining whether the employer has 100 or more employees.
There are two types of pay data reports that must be submitted: the Payroll Employee Report and the Labor Contractor Employee Report. Depending on the employer’s staffing levels in the reporting year, some employers may be required to file one or both reports. While the reporting requirements remain the same, the Civil Rights Department has made a few updates for 2025.

The CRD has made improvements to the portal, including updates to the Excel templates where users can now hover over the column headings to see relevant instructions. It’s important that employers ensure that they are using the most up-to-date Excel templates and not the previous versions, as those are now outdated.
Although the CRD does not publish any data associated with an individual business or person, the agency does publicize aggregate reports based on the data it obtains from covered employers. The public can access the results from Annual Pay Data Reports here.
